Master Development Update –

  • Haun Creek CLOMR – Plan Checker has approved plans and hydraulic models and returned them to FEMA for final review and issuance of the CLOMR letter, which we expect to receive by mind-January.
  • Finalizing school alternatives analysis:
    • Build K-8 school within our spending cap. District funds any shortfalls.
    • Build phased K-8 school within our spending cap. District constructs phase 2 when funds become available.
    • Build K-5 school within our spending cap. District will likely have excess funds available for other uses.
    • No school within community. Upgrade existing schools using the funds from our spending obligations.
  • Working with Tony and Erren on Guest Builder offering package. Targeting distribution in early January 2018.
  • Working on updated cash flow and business plan for Executive Committee approval on 12/22.
  • We are setting up a bi-weekly meeting with the Ventura County Watershed Protection District on the following issues:
    • Amending the City’s Harvest CFD No 1 to satisfy the LAFCO condition for the project to pay for a portion of maintenance costs of Santa Paula and Haun Creeks. The goal is to amend the CFD by May 2018.
    • Processing the watercourse permit, and Army Corps 408 permit application, for construction of the bridge. We are setting up a meeting with Army Corps within the next week or two to discuss the hydraulic modeling requirements.
    • Processing a LOMR for Santa Paula Creek to remove a portion of the project and City from the A99 flood zone. The City and County need to reach an agreement on the hydraulic model assumptions, before we can request the LLPT meeting with FEMA and Army Corps. We are trying to broker an agreement between the agencies.
  • We continue to work with the lobbyist to bring about resolution of dispute between NMFS and Army Corps. We are scheduling a second meeting with Ken Calvert for early January.

Design and Project Operations Update –

  • McGaelic Group access agreement executed; clearing scheduled for week of 12-25-17; trees to be down
  • Finch Access Agreements – draft agreement provided to Finch and Offer of Dedication for right of way required for improvements at Telegraph/Hallock
  • Offsite Improvements RFP – revised due date 01-04-18; Bid clarification meeting 12-20-17
  • Backbone Improvements – Pre-Bid meeting set for 12-20-17; bids due 01-16-18; projected start date 01-29-18; purchase order in process to Thompson for RCB and RCP; proposal from Armorock for sewer manholes pending – will reduce lead times constraints by contractor and mark up to meet schedule
  • SCE
    • Work orders on hold until fire repairs are complete; impacts to work orders – Packinghouse relocate (for Hallock improvements) and Guy Wire relocate for Hallock/Telegraph fill placement – first on schedule post fire repaitrs
    • Rule 20 contracts and payments made to SCE
    • Backbone Work Order #1 approved by Planning, Final design expected 01-02-18
    • Transmission Line over basin – Alternative Analysis submittal sent to SCE 12-14-17
  • SOCAL Gas –
    • Drop Section design and contracts by 12-31-17; 88-day bid/contract cycle; anticipated start date 4-01-18
    • New Reg Station – prelim design complete and in for internal review with SOCAL engineering
    • Backbone design and redlines by -1-05-18; contracts by 01-31-18
    • In-tract design Phase I by end of January 2018
  • Crimson Agreement ready for signature, waiting for Crimson to accept and execute
  • Coordination meeting with Carbon Resources/Seneca on Seneca Sespi petroleum line – Carbon is planning to move forward with work 1-10-18; closing date for purchase from Seneca Resources
  • Well 6 Rehabilitation – complete by 01-31-18; video log set for 12-27-17
  • New West well finding/locations report complete
  • Review of hillside orchard blocks and irrigation with Lewis/Limoneira Ranch operations – long-term planting objectives – based on fire damage
  • Rec Center – 2nd submittal in to City for plan check week of 01-02-18; Rec Center Pad certification by end of January 2018; kick-off meeting with McCarthy 01-04-18; schedule to begin construction is April and complete in 8 months – detailed schedule in next couple week
